I agree that this is one of the many problems that Haiti faces with its election. This problem is not unique to this election--my staff has always debated whether to vote where they live or at their "home"--a complicated issue also because the government frequently bans private vehicles use on election day--but it is certainly far worse right now.

In any case, I suspect that elections will not be held in 2010. By early 2011, people will be more settled into their area and perhaps considered to be residents.
